The Importance of Gender-Responsive Budgeting

The adoption of gender-responsive budgeting (GRB) is being advocated by the Association of Chartered Certified Accountants (ACCA) as a pivotal mechanism for fostering inclusive growth and initiating systemic transformations across various regions, including Eastern Europe, Eurasia, and the Middle East.

Joe Fitzsimons, a senior policy and insights manager at ACCA, emphasized the significant contributions that accountants make towards the effective implementation of GRB. Through their expertise in data analysis, budgeting techniques, and policy advocacy, accountants are positioned to play a crucial role.

Fitzsimons highlighted, "Accountants have a vital role in the application of GRB using their skills and knowledge of data analysis, budgetary techniques and policy advocacy. They can also monitor and evaluate the effectiveness of GRB implementation. Governments are increasingly turning to GRB as they pursue more equitable and just societies." This statement underlines the importance of accountants in ensuring that GRB is successfully adopted and its impacts accurately assessed.

Embracing Gender-Responsive Budgeting for Equity

The ACCA's report on GRB provides a blueprint for policymakers to enhance the adoption of gender-responsive policies and actions. By fostering institutional capacity, improving data collection and analysis, and learning from best practices, governments can make significant strides towards implementing GRB.

The recommendation also emphasizes the need for inter-ministerial collaboration, partnerships, and the promotion of gender-balanced leadership to ensure the effective realization of GRB goals.

Kush Ahuja, Head of Middle East and Eurasia at ACCA, reinforced the organization's commitment to leading the charge in tackling pressing global issues through the adoption of GRB.

Ahuja stated, "At ACCA we demonstrate the profession's ability to lead in addressing the world's more pressing issues. We look forward to working with government, policymakers, business and other stakeholders to see how GRB can be adopted as a force for good in the region."

Jessica Bingham, the Global Sustainability Lead for Strategy at ACCA, further elaborated on the benefits of integrating gender considerations into budgetary processes. By doing so, governments can ensure the equitable allocation of resources, thereby laying the groundwork for sustainable economic growth and social inclusion.
