FANR Releases 2024 Annual Report Showcasing Nuclear Regulation And Community Protection Efforts

The Federal Authority for Nuclear Regulation (FANR) has released its 2024 Annual Report, detailing its regulatory efforts to ensure the safe and peaceful use of nuclear energy in the UAE. This report highlights FANR's commitment to safety and security in nuclear operations, aligning with the "We the UAE 2031" vision to make the country one of the safest globally.

FANR has launched two key projects: the Intelligent Operational Nuclear Safety (IONS) system and TAHYAA. The IONS system aims to enhance nuclear plant safety against climate change impacts. TAHYAA, developed with the Ministry of Interior, seeks to train nearly 3,000 emergency workers for nuclear emergencies.

FANR Publishes 2024 Annual Report on Nuclear Safety

At Barakah Nuclear Power Plant (BNPP), FANR conducted various regulatory activities through resident and headquarters-based inspectors. These included 20 safety inspections covering construction, commissioning, operational readiness, power testing, and operator certification. All four units are operational, supplying 25% of the UAE’s electricity needs.

FANR also focused on radioactive source regulation and nuclear material protection. In 2024, it conducted 58 security inspections at facilities using radioactive materials and an additional 195 inspections for transport vehicles. Seven nuclear security inspections were carried out at BNPP.

Demonstrating a commitment to innovation, FANR appointed a Chief AI Officer to develop strategies for AI implementation and staff capacity building. This move aligns with efforts to improve service efficiency under the Zero Government Bureaucracy Programme, enhancing national competitiveness.

FANR's Emergency Operations Centre played a crucial role in maintaining readiness for nuclear or radiological emergencies. It participated in 18 drills nationally and internationally and organised 11 training workshops. A joint exercise with Saudi Arabia assessed emergency response systems between both nations.

Nuclear Security Inspections

To ensure compliance with regulations, FANR conducted 50 safeguards-related inspections and 96 import-export control inspections. Six licences covering safety, security, and safeguards were issued alongside 20 licences related to import-export control.

The Radiation Protection Committee launched a white paper titled "Research and Development in Radiological Protection in the United Arab Emirates." This initiative marks a significant milestone in advancing radiation safety within the GCC region.

International Engagements

Throughout 2024, FANR maintained strong international engagement by participating in global committees such as the IAEA’s Commission on Safety Standards. It was recognised with awards like Best Employee Benefits & Well-being Strategy at GCC GOV HR & Youth Awards Conference.

The Board of Management approved FANR's audited financial statement for 2024. On capacity building, FANR prioritised training Emiratis through programmes like Developee Programme and Inspector Qualification Programme. With over 250 employees, Emiratis make up 76%, while women represent 45% of its workforce.
