European Commission Unveils Guidelines To Strengthen Resilience Of Critical Infrastructure Across The EU
The European Commission has introduced new guidelines to aid EU Member States in bolstering the resilience of critical infrastructure. These guidelines offer practical advice for identifying critical entities across 11 sectors, such as energy, transport, and digital infrastructure. They aim to assist Member States in implementing the Critical Entities Resilience Directive, which focuses on developing national strategies and conducting regular risk assessments.
The guidelines encourage Member States to identify critical entities that must adopt technical, security, and organisational measures to ensure their resilience. This initiative is crucial for protecting essential services from threats like natural disasters, terrorist attacks, and public health emergencies. The European Internal Security Strategy underscores the importance of swiftly implementing the Critical Entities Resilience Directive.

Member States can access funding through the EU's €1.93 billion Internal Security Fund (2021-2027) to safeguard critical infrastructure. Additionally, over €2.7 million is available as emergency funding under ISF to support incident investigations. The Commission has also proposed increasing internal security funds in the EU's 2028-2034 budget.
Threats such as sabotage and cyber activities pose significant risks to infrastructure connecting Member States. The ProtectEU strategy highlights the need for prompt action to protect societal welfare and economic activities from external threats. Enhanced information exchange, new detection technologies, repair capabilities, international cooperation, and funding are part of the Commission's ongoing support efforts.
The Commission remains committed to enhancing security and preparedness among Member States through various initiatives. These include improved information sharing, advanced detection technologies, repair capabilities, international collaboration, and financial support via the Internal Security Fund.
