Dubai's KHDA Launches Education 33 Strategy To Transform Learning Experience

The Knowledge and Human Development Authority (KHDA) has unveiled Education 33 (E33), a strategy aimed at reshaping Dubai's education system. Aisha Miran, KHDA's Director General, highlighted the initiative's alignment with His Highness Sheikh Mohammed bin Rashid Al Maktoum's vision to equip future generations with essential skills and values. This strategy aims to strengthen Dubai's position as a global education and innovation hub.

Announced by H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, E33 represents a significant step in developing a future-ready educational framework in Dubai. The strategy seeks to provide students with an education that meets international standards while embracing Emirati values and the city's multicultural identity. It is aligned with the Dubai Economic Agenda D33 and the Dubai Social Agenda 33.

KHDA Introduces Education 33 in Dubai

E33 focuses on five strategic goals supported by 28 initiatives designed to transform education across all levels in Dubai. Over the next decade, it aims to offer world-class education from early childhood through higher education, promoting lifelong learning. The strategy includes specific KPIs for each initiative leading up to 2033.

Key targets include achieving a 90% satisfaction rate among parents regarding educational options in Dubai and increasing seat capacity in affordable schools by 49,000 by 2033. Additionally, E33 plans to add 3,000 Emirati teachers to the workforce and boost education tourism tenfold by attracting prestigious international universities.

The E33 strategy emphasises personalised learning journeys that nurture critical thinking, creativity, and lifelong skills for academic and personal success. Initiatives include embedding Emirati culture in education, promoting Arabic as a preferred language, and creating tailored educational experiences for all learners.

Engaging educators and parents is also crucial for fostering lifelong learning. The strategy aims to position Dubai as one of the best places to teach by increasing the number of Emirati educators in private institutions and enhancing training quality standards.

Stakeholder Engagement

The development of E33 involved consultations with key stakeholders through over 50 engagement sessions. More than 290 educational institutions participated, including early childhood centres, schools, higher education institutions, and training institutes. Insights from over 700 participants helped shape this ambitious vision.

Aisha Miran stated: "Endorsed by Dubai’s leadership, E33 will be instrumental in realising the Dubai Social Agenda goal of positioning Dubai among the world’s top 10 cities for education by 2033." She added that this strategy empowers students not just for tomorrow but equips them with knowledge and values needed for success globally.

The five strategic goals of E33 include empowering Emirati students with high-quality education; providing accessible education focused on diverse learners' wellbeing; engaging educators and parents; positioning Dubai as a world-class learning destination; and fostering an ecosystem based on research and innovation.
