Dubai State Of AI Report Unveiled By Sheikh Hamdan At Dubai AI Week With New AI Policy For Government Entities
During Dubai AI Week 2025, H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum reviewed the inaugural Dubai State of AI Report and announced the new AI Policy for Government Entities. The event, organised by the Dubai Centre for Artificial Intelligence under the patronage of His Highness, highlighted the significance of artificial intelligence in transforming government services in Dubai.
The report, developed by Digital Dubai and the Dubai Future Foundation (DFF), explores over 100 impactful AI use cases across sectors like urban planning, healthcare, finance, and mobility. It underscores Dubai's swift transition from vision to tangible implementation, establishing it as a leader in ethical and scalable government AI.
The newly launched AI Policy for Government Entities is rooted in commitments from the AI Retreat 2024. It provides a unified governance framework for AI deployment across government departments. The policy emphasises principles such as explainability, human-centricity, interoperability, and proactive regulation.
H.H. Sheikh Hamdan stressed the importance of collaboration among government entities to share knowledge and best practices in AI applications. "The impact of artificial intelligence is now evident in many sectors and fields, and the government sector is certainly one of them," he stated.
The report also highlights AI's contribution to social well-being through early disease detection, faster emergency response, personalised citizen engagement, and proactive public health planning. These initiatives align with Dubai’s goal of becoming the most citizen-centric digital city globally.
Digital Dubai’s exhibition at the event showcased live demonstrations of various use cases such as intelligent hiring platforms and dynamic resource optimisation tools. These innovations are designed to scale with Dubai’s digital transformation agenda.
Future Vision for AI
The report outlines an ambitious vision for AI in Dubai through 2035. Key pillars include predictive public services, agile governance aligned with international standards, affordable high-performance computing, carbon-conscious digital infrastructure, and a robust research ecosystem supported by public-private collaboration.
The launch was attended by Hamad Obaid Al Mansoori, Director-General of Digital Dubai Authority. He witnessed how these developments mark a significant milestone in Dubai’s strategy to build a predictive, efficient, and personalised government system.
Together, the report and policy establish a forward-looking model for AI governance that is data-driven and future-ready. This marks a new chapter in Dubai’s journey towards structured and responsible implementation of AI across all government sectors.
