Dubai Electronic Security Centre Showcases Key Cybersecurity Initiatives At GISEC Global 2025
The Dubai Electronic Security Centre (DESC) wrapped up its participation at GISEC Global 2025, held from 6th to 8th May, with a series of strategic initiatives. These efforts aimed to bolster Dubai's cyber resilience and shape its digital future. As the official government cybersecurity partner for the eighth consecutive year, DESC focused on enhancing secure digital transformation.
Yousuf Hamad Al Shaibani, CEO of DESC, stated, "Our projects and partnerships reflect the vision of our leadership to position Dubai as a global hub for innovation and digital security. We are proud of our achievements at GISEC Global 2025, which align with our commitment to building a secure and sustainable digital economy. By recognising national talent and launching key initiatives, we are nurturing an Emirati generation capable of safeguarding our digital future."

To enhance the emirate’s digital infrastructure readiness, DESC introduced the Zero Trust Assessment Tool and Guideline. This tool is based on continuous verification principles to reduce vulnerabilities in critical systems. It aims to limit exposure to cyber threats by ensuring identity and access rights are constantly verified.
In addition, DESC launched Ethaq Plus, a platform designed to support secure digital identity infrastructure. This advanced digital trust platform allows organisations to perform reliable transactions by using trusted digital certificates. It ensures data protection, communication security, and authenticity verification across services.
As part of its talent development efforts, DESC launched the ISR Officer Certification Program. This initiative equips government employees with essential skills for managing information security regulations effectively. The program ensures they are prepared for evolving cybersecurity challenges.
The Centre also signed a Memorandum of Understanding (MoU) with Moro Hub, a Digital DEWA company. This collaboration aims to provide advanced security assessment services to government entities. The partnership seeks to strengthen the protection of critical infrastructure in Dubai.
Competitions and Recognition
DESC hosted a ceremony at the Dubai Cyber Innovation Park to honour the fifth cohort of the Cybersecurity Leadership Program. Additionally, it launched the latest edition of the Dubai Cyber Challenge for government entities. The challenge featured over 30 technical tasks simulating real-world environments in Dubai.
The competition was intense; Digital Dubai Authority secured first place, followed by Dubai Customs in second place and Emirates National Oil Company (ENOC) in third place. These challenges aimed to improve compliance and boost national staff efficiency.
Educational Engagements
The School of Cyber Defense Championship finals were also hosted by DESC during GISEC Global 2025. Over 300 students from state universities participated in this event. They competed in simulated environments that replicated real cyber threats.
Al Ain University emerged victorious in this championship, followed by University of Dubai in second place and Abu Dhabi University in third place. Winners received prizes totalling AED 130,000 to support their careers in cybersecurity.
DESC's participation at GISEC Global 2025 highlighted its dedication to advancing cybersecurity standards globally while fostering local talent development through strategic initiatives and collaborations.
