Dubai Courts Report 103% Case Clearance Rate In First Half Of 2025

The Dubai Courts of First Instance recently convened a meeting led by Judge Khaled Yahya Al Hosani, focusing on strategic performance indicators. The gathering included heads of various specialised courts and aimed to review the first half of 2025's performance outcomes. Discussions centred on overcoming challenges, proposing solutions, and implementing proactive measures to align with Dubai's global judicial vision.

Key judicial efficiency indicators showed a significant improvement in case clearance rates for the first half of 2025 compared to the same period in 2024. A total of 35,051 cases were registered, while 36,076 cases were cleared, resulting in an impressive clearance rate of 103%, up from 93% in the previous year. Judge Khaled Yahya Al Hosani emphasised that these positive results reflect a steadfast commitment to swift justice, which is crucial for enhancing public confidence and reinforcing Dubai's status as a global leader in judicial innovation.

Dubai Courts Achieve High Case Clearance Rate

The Personal Status Court saw its clearance rate rise from 72% in 2024 to 95% in 2025, clearing more cases than registered. The Real Estate Court achieved a remarkable clearance rate increase from 77% to 133%, handling more cases than new registrations. Similarly, the Commercial Court improved its efficiency significantly, with its clearance rate jumping from 67% to 112%. The Civil Court also saw an increase from 89% to 99%.

In the Criminal Court, the clearance rate rose from 88% to 103%, with cleared cases surpassing those registered. This reflects intensive efforts to process cases efficiently. Additionally, judgment accuracy improved across several courts: the Commercial Court's accuracy increased from 88% to 91.4%, while the Civil Court saw an improvement from 88.5% to 93.4%. The Real Estate and Labour Courts also recorded notable improvements.

The meeting addressed the impact of legislative amendments on court performance, particularly concerning the Personal Status Law changes effective April 2025. Judicial enforcement operations maintained high efficiency during H1 2025, with all submitted applications executed at a perfect completion rate. This mirrors the high efficiency demonstrated during the same period in the previous year.

A suite of initiatives was reviewed, including developing a Digital Enforcement Monitor and adopting smart solutions for case scheduling. These initiatives aim to simplify procedures and empower specialised judicial cadres while enhancing technical infrastructure for future readiness.

Strategic Vision and Future Readiness

Performance indicators for H1 2025 were compared against those from H1 2024, covering average time to judgment and case assignment rates. The Personal Status Court excelled in reducing case duration significantly, while the Labour Court made notable progress in reducing time to judgment from the first hearing.
