UAE's Dialogue On Future Of Higher Education Focuses On Key Initiatives And Programmes

The Ministry of Higher Education and Scientific Research (MOHESR) recently initiated a series of discussions titled ‘Dialogue on the Future of Higher Education in the UAE’. These sessions aim to explore strategies for enhancing the sector and aligning educational outcomes with national development objectives. The first meeting took place at the Ministry's headquarters in Abu Dhabi, with subsequent sessions planned for Dubai and Sharjah on November 19 and 20.

Dr. Abdulrahman Al Awar, Minister of Human Resources and Emiratisation, who is also serving as Acting Minister of Higher Education and Scientific Research, attended the session alongside Dr. Mohammad Al Mualla, Undersecretary of the Ministry. Senior officials from the Ministry and leaders from higher education institutions were also present. Dr. Al Awar highlighted that this dialogue reflects the Ministry’s dedication to effective communication with partners to shape higher education's future according to international standards.

The dialogue aims to improve the quality, efficiency, and competitiveness of higher education in the UAE. It seeks to align educational outcomes with labour market demands and national development goals. Dr. Al Awar emphasised that achieving sustainable positive change in higher education requires collective efforts, knowledge sharing, and contributions from experts and the educational community.

During these discussions, several recent initiatives led by the Ministry were reviewed. These include updates to student admission standards, frameworks for university licensing and academic programmes, a national framework for university classification, and enhancements in student services. The focus is on ensuring that these initiatives meet international best practices while addressing local needs.

The Ministry has identified four main priorities: improving the student journey through streamlined procedures and enhanced digital services; increasing flexibility in educational institutions by updating licensing and admission criteria; aligning educational outcomes with labour market requirements; and leveraging partnerships with economic sectors. Continuous policy development is essential to achieve these objectives.

The dialogue involves representatives from all universities and higher education institutions across the UAE. Participants include members from various councils such as the Education, Human Development and Community Development Council, as well as authorities like the Abu Dhabi Department of Education and Knowledge, Dubai’s Knowledge and Human Development Authority, and Sharjah Private Education Authority.

Exploring Key Topics in Higher Education

The discussions focused on five critical areas: enhancing the student journey; revising student admission policies; refining licensing and accreditation frameworks for universities; evaluating universities through a comprehensive framework including a risk matrix; and understanding global university rankings. These topics are crucial for developing a robust higher education system that meets both local needs and global standards.

Dr. Al Awar stated: "We recognise that achieving lasting positive change in higher education requires unified efforts, knowledge exchange and input from experts and the educational community." This statement underscores the importance of collaboration among stakeholders to drive meaningful improvements in higher education.

This initiative marks a significant step towards advancing higher education in alignment with national goals. By focusing on key priorities such as improving student experiences, updating institutional frameworks, aligning outcomes with market needs, and fostering partnerships with economic sectors, MOHESR aims to create a more competitive educational landscape in the UAE.
