DHA Partners With Dubai Civil Defence And DCAS To Enhance Emergency Health Response Capabilities
The Dubai Health Authority (DHA) has entered into a cooperation agreement with the General Directorate of Civil Defence, Dubai, and the Dubai Corporation for Ambulance Services (DCAS). This collaboration aims to enhance emergency response capabilities and ensure community health security. The agreement focuses on specialised training to improve skills in emergency response and disaster management.
The agreement was formalised by Awadh Seghayer Al Ketbi, Director-General of DHA; Lieutenant General Expert Rashid Thani Al Matrooshi, Director-General of Dubai Civil Defence; and Mishal Abdulkarim Julfar, CEO of DCAS. Al Ketbi emphasised that this partnership aligns with Dubai’s vision to strengthen disaster readiness and develop integrated response systems.

Al Ketbi highlighted the initiative's role in fostering knowledge exchange and coordinating efforts among involved entities. He stressed the importance of implementing training programmes that meet global standards in crisis management and healthcare. These programmes aim to develop a skilled workforce capable of leading teams during emergencies.
Lieutenant General Expert Rashid Thani Al Matrooshi noted that this cooperation reflects Dubai government institutions' commitment to integration across various entities. This ensures high levels of readiness for emergency health challenges, aligning with leadership directives prioritising community safety.
Al Matrooshi also pointed out that the agreement enhances coordination between DHA, Civil Defence, and DCAS. It allows for testing joint plans to ensure preparedness for emergencies while strengthening teams' abilities to provide top-notch services in community protection.
Mishal Abdulkarim Julfar expressed commitment to working with partners to leverage resources for healthcare sector sustainability. "We continue to work with our partners to leverage all necessary resources to ensure the enhancement and sustainability of the healthcare sector, as it is one of the vital sectors in the emirate," he stated.

Julfar added that emergency preparedness is a priority for Dubai, aiming to be a model city focusing on quality of life. Through workforce training, they aim to equip personnel with skills needed for handling health challenges, improving healthcare outcomes during crises.
