DEWA Grants First Independent Electric Vehicle Charge Point Operator Licences In Dubai To Tesla And UAEV
Dubai Electricity and Water Authority (DEWA) has granted the first two Independent Charge Point Operator (CPO) licences for electric vehicle (EV) charging stations in Dubai to Tesla and UAEV. This initiative is part of DEWA’s new Regulatory and Licensing Framework aimed at developing EV charging infrastructure in Dubai. The framework supports green mobility and aligns with Dubai's target of net-zero carbon emissions by 2050.
The framework is designed to meet both current and future needs, ensuring that infrastructure development keeps pace with the growing demand for EVs. It aims to provide a seamless and safe experience for users while promoting sustainable transportation solutions. This move is a significant step towards enhancing the infrastructure needed for electric vehicles in the region.

During GITEX Global 2024, DEWA held a special event where HE Saeed Mohammed Al Tayer, MD & CEO of DEWA, awarded the operating licences to Sharif Al Olama, Undersecretary for Energy and Petroleum Affairs at the Ministry of Energy and Infrastructure and Chairman of UAEV; and Mottie Benhamou, Market Leader – Tesla UAE. Other officials were also present at this event.
Saeed Mohammed Al Tayer stated, "DEWA has always been at the forefront of supporting the transition towards electric vehicles, in line with the vision and directives of the wise leadership to promote sustainable green mobility." He highlighted that DEWA pioneered the region's first public EV charging infrastructure in 2014.
Al Tayer emphasised that the comprehensive regulatory framework reflects DEWA’s commitment to facilitating private sector participation in advancing sustainability. It encourages investment in green mobility infrastructure, contributing to improved quality of life through innovative clean energy use while balancing economic growth with environmental protection.
Eng Sharif Al Olama expressed satisfaction with the steady growth of the UAE’s EV market. He mentioned plans to increase electric and hybrid vehicles' share to 50% by 2050. "We are happy to see the UAE’s EV market growing steadily as we plan to increase the share of electric and hybrid vehicles to 50% of total vehicles on our roads by 2050," he said.
Supporting National Infrastructure Expansion
UAEV is proud to be among the first recipients of Independent CPO licences for EV charging stations in Dubai. This achievement aligns with their mission to decarbonise transport and make EVs more attractive to consumers. The expansion of national infrastructure for charging electric vehicles across Emirates is crucial for this goal.
Mottie Benhamou from Tesla UAE remarked on Tesla's alignment with UAE's Net Zero 2050 strategy: "Tesla’s mission to accelerate the world’s transition to sustainable energy aligns with the UAE's Net Zero 2050 strategy." By providing efficient charging solutions, Tesla supports reducing fossil fuel reliance while promoting electric vehicle adoption.
