Baghdad Declaration Highlights Iraq's Vision For Enhanced Arab Cooperation And Development
During the 34th Arab Summit in Baghdad, Iraq presented a comprehensive vision that was praised by Arab leaders. This vision is seen as crucial for enhancing joint Arab efforts to tackle common challenges and promote development and stability across the region. The "Baghdad Declaration," issued at the summit's conclusion, highlighted Iraq's initiatives as pivotal for advancing Arab unity and cooperation.
The declaration acknowledged Iraq's leadership in hosting both the 34th Arab Summit and the 5th Arab Economic and Social Development Summit. Leaders expressed appreciation for Iraq's economic progress and its role in supporting various Arab causes. A notable proposal was the launch of an Arab Fund aimed at recovery and reconstruction, with Iraq committing US$40 million. Half of this amount is designated for humanitarian efforts in Gaza, while the other half supports Lebanon's reconstruction.

Iraq also proposed a strategic initiative known as the Development Road Project. This project aims to connect Arab countries with global markets, enhancing regional economic integration. Additionally, an Arab Economic Reform Charter was suggested, focusing on creating a competitive economic space over the next decade through public-private partnerships, social justice, and environmental sustainability.
A significant Iraqi proposal involved supporting Syria through a political transition towards democracy. This includes organising an international conference on Syria’s reconstruction and facilitating the return of refugees. In terms of security, Iraq suggested establishing a regional centre in Baghdad for counter-terrorism efforts. This centre would focus on preventing violent extremism with dedicated funding.
Further security measures included forming two new centres to combat drug trafficking and organised crime. These initiatives underscore the need to enhance Arab capabilities against cross-border threats. Additionally, cooperation with MENAFATF was proposed to tackle money laundering, terrorism financing, and illicit financial activities.
Environmental and Technological Initiatives
Iraq introduced several environmental initiatives during the summit. A regional effort to combat climate change was announced, tailored to the realities of the Arab region. Moreover, a centre dedicated to protecting environments from war remnants will support countries affected by conflict in clearing mines.
On technology, Iraq proposed establishing a regional AI centre in Baghdad alongside a research initiative for advanced technologies. These efforts aim to boost digital security while aligning with ethical values. Furthermore, an initiative focused on sustainable grain production was introduced to ensure food security through effective agricultural policies.
Cultural and Social Proposals
Iraq called for creating an Arab Council for cultural dialogue to strengthen mutual understanding among Arabs. Another proposal involved providing safe havens for disaster victims and establishing a fund for housing projects in crisis-affected areas to improve housing security.
An additional initiative suggested forming an alliance to protect water resources amid climate change challenges. This alliance would uphold water rights within regional security contexts.
The summit concluded with leaders commending Iraq’s proposals as essential steps toward fostering unity and addressing shared challenges across the Arab world.
