Digital Transformation: Arab Nations' Strategy for a Sustainable Future
Digital transformation stands as a crucial element in the strategic visions of various Arab nations, aiming to propel their economies into the future while fostering sustainable development. This encompasses a broad spectrum of initiatives, including Saudi Vision 2030, Egypt Vision 2030, Jordan 2025, Oman Vision 2040, Morocco 2035, and Kuwait 2035. These visions outline ambitious plans for a multitude of projects across different sectors to achieve comprehensive and sustainable growth. The strategies are noted for their ongoing updates and their flexibility and adaptability in goals and mechanisms.
At its core, digital transformation involves the integration and adoption of digital technologies across all work areas, fundamentally altering operational methods in various sectors and enhancing value delivery. A recent report unveiled at the World Government Summit highlighted skill development as a significant challenge for government employees in this context. The Arab Vision for the Digital Economy, launched in December 2018 in Abu Dhabi, has significantly propelled these digital trends forward.

The establishment of the Arab Digital University marks a significant step towards advancing education and vocational training through an integrated digital platform. This initiative aims to disseminate knowledge and science throughout emerging economies in the Middle East, North Africa, and West Africa, emphasizing education as a foundational pillar for governments to build a better future for their citizens.
The Saudi Vision 2030 places a strong emphasis on technology and innovation as key drivers of economic development and progress across various fields. The National Transformation Programme, integral to Vision 2030, focuses on developing infrastructure and fostering an environment conducive to growth across public, private, and non-profit sectors through digital transformation.
In 2018, Egypt initiated Digital Egypt and launched the ‘Digital Egypt Services’ platform, consolidating data from over 100 government databases. This platform offers 170 fully automated services and is part of the broader Digital Egypt Vision for Cross-Border Services 2022-2026 aimed at accelerating sector growth.
Oman Vision 2040
Oman Vision 2040 identifies information and communication technology as a pivotal sector for stimulating economic activities. The National Programme for the Digital Economy underlines Oman’s strategic direction towards cultivating a robust digital economy that significantly contributes to its GDP.
Jordan 2025
Jordan’s strategy for digital transformation by 2025 has already seen more than half of government services digitised. The nation is working towards increasing the digital sector’s GDP contribution to 15% from the current 9.5%.
Kuwait 2035
Kuwait Vision 2035 focuses on leveraging digital and smart technologies to enhance services, drive economic growth, improve life quality, boost operational efficiency, and support key sectors. The Masar initiative has been launched to quicken digital transformation within the government sector.
