ADRA Launches New Initiative To Renew Expired Economic Licences For Investors In Abu Dhabi
The Abu Dhabi Registration and Licensing Authority (ADRA), part of the Abu Dhabi Department of Economic Development (ADDED), has introduced a new initiative. This initiative aims to update economic licences that have been expired for over three years. It simplifies the process for investors to renew their licences, helping them avoid penalties and continue operations in Abu Dhabi’s thriving economy.
Licences that remain unrenewed under Abu Dhabi regulations are moved to an expired registry. If a licence stays expired for three or more years, it faces revocation. ADRA is encouraging investors to take advantage of this grace period to renew or update their expired licences.

The initial phase targets licences that expired before 2010. Eligible holders can renew or update their licences throughout November 2025 without facing late renewal penalties. A timeline for licences expired after 2010 will be announced later.
Mohammed Munif Al Mansouri, Director-General of ADRA, stated, "We are committed to maintaining open dialogue with the business community across multiple channels to better understand their challenges and identify practical solutions that align with existing regulations." He emphasised the importance of constructive engagement in developing and regulating the business sector.
Al Mansouri added, "By extending eligibility to licences that expired before 2010, we are reinforcing our commitment to ensuring all businesses have equitable access to support initiatives." He urged eligible licence holders to act within the specified timelines to resolve outstanding regulatory issues.
This initiative is based on ADRA’s market research and consultations with investors and stakeholders. It aims to understand why licences lapse and how negative consequences for businesses can be minimised. The initiative also supports ADRA’s dedication to maintaining accurate business data, enhancing Abu Dhabi’s competitiveness and investment climate.
Enhancing Business Environment
The growth in newly issued economic licences highlights Abu Dhabi’s strong appeal to investors. Active licences increased by 19% in the first half of 2025 compared to the same period in 2024. Al Mansouri noted that their focus remains on delivering effective solutions that simplify licensing processes from setup through every operational stage.
By aligning with international standards and adopting advanced digital solutions, ADRA is fostering growth in the business sector—a key driver of socio-economic development—while enhancing Abu Dhabi’s global competitiveness.
This initiative supports ADRA’s ongoing efforts to maintain accurate, comprehensive business data while improving access for informed decision-making. It reinforces ADRA's role as the central authority for business registration and regulatory oversight, ensuring compliance with UAE Federal Government laws across mainland and non-financial free zones.
