ADPIC Launches Strategic Five-Year Roadmap To Enhance Sustainability In Abu Dhabi
The Abu Dhabi Projects and Infrastructure Centre (ADPIC) has introduced its strategic plan for 2025-2029, aiming to enhance the Emirate's liveability, sustainability, and economic prosperity. This announcement was made during the first Abu Dhabi Infrastructure Summit (ADIS). The plan aligns with Abu Dhabi's leadership vision and focuses on developing government capital projects that promote long-term growth and innovation.
Central to ADPIC's roadmap is a commitment to creating a more inclusive and future-ready Abu Dhabi. This involves building sustainable infrastructure, revitalising communities, and strengthening cultural identity. The roadmap is structured around key pillars: improving liveability, boosting private sector engagement, enhancing the local economy, embedding sustainability, and advancing digital transformation.

A significant aspect of the roadmap is increasing private sector involvement in capital projects by 20% annually. This initiative aims to attract new investments and business opportunities. ADPIC plans to bring in 20 international developers through a global roadshow, positioning Abu Dhabi as a leading destination for infrastructure partnerships.
Strengthening the local economy is another priority. ADPIC intends to redirect 30% of capital expenditure back into the local economy. This will be achieved by sourcing 40% of materials locally and attracting anchor investors to establish manufacturing hubs focused initially on lighting and HVAC systems, with plans for expansion into other sectors.
Sustainability is at the core of ADPIC's strategy. All new government capital projects must comply with the 2050 Net-Zero Policy by year-end. Additionally, half of all new housing and social projects will use modular construction methods to reduce material waste and improve efficiency.
Community engagement plays a vital role in the strategy. ADPIC will ensure that 90% of new liveability-related projects incorporate resident input through focus group consultations. This approach ensures developments align with community needs and aspirations.
Digital Transformation
To support transparency and public participation, new digital platforms will be launched by 2026. These platforms aim to streamline communication with stakeholders. Furthermore, a Centralised Government Authorities Platform will be introduced by 2026 to enhance coordination and operational efficiency.
ADPIC is also investing in workforce development by launching internship programmes and creating a curriculum dedicated to capital project management. A research hub focused on infrastructure innovation will further support these efforts.
This strategic roadmap sets the stage for a more efficient, sustainable, and competitive Abu Dhabi on a global scale. It underscores the Emirate’s dedication to inclusive development, private sector empowerment, and maintaining high living standards for residents.
