ADNOC Collaborates With UAE Entities To Strengthen Local Manufacturing Capabilities And Support SMEs
ADNOC has entered into a Strategic Collaboration Agreement (SCA) with several key entities, including the Ministry of Industry and Advanced Technology (MoIAT) and the Abu Dhabi Department of Economic Development (ADDED). This agreement, signed during Abu Dhabi Business Week, aims to enhance local manufacturing capabilities. It builds on ADNOC's successful In-Country Value (ICV) programme, which promotes industrial growth and diversification while strengthening the UAE's manufacturing capacity.
The collaboration focuses on empowering small and medium-sized enterprises (SMEs) by integrating them into ADNOC’s supply chain. This initiative aims to foster innovation, enhance competitiveness, and contribute to the UAE’s broader economic diversification goals. The agreement aligns with national strategic objectives and ensures compliance with UAE regulations.

Omar Al Suwaidi, Under-Secretary at MoIAT, highlighted that this partnership embodies the UAE’s commitment to sustainable economic development. "This collaboration embodies the UAE’s commitment to sustainable economic development," he stated. The programme supports the National Strategy for Industry and Advanced Technology, Operation 300bn, aiming for self-sufficiency in critical areas while enhancing national product competitiveness.
The agreement also reflects a shared commitment among MoIAT, ADNOC, ADIO, and ADCCI to support the industrial sector. This cooperation will create new investment opportunities while enhancing supply chains in vital areas such as energy. The ministry remains focused on promoting advanced technology adoption and encouraging innovation.
Badr Al Olama, Director General of ADIO, emphasised the power of collaboration in driving Abu Dhabi’s industrial growth. "This MoU reflects the power of collaboration in driving Abu Dhabi’s industrial growth and economic diversification," he said. By joining forces with ADNOC and ADCCI, they aim to empower local manufacturers and SMEs by providing resources and opportunities for growth.
Shamis Ali Al Dhaheri from ADCCI noted that this agreement strengthens partnerships between entities impacting industrial growth. "This agreement further strengthens the partnership between entities that have a distinctive impact on the industrial growth," he mentioned. ADCCI aligns its efforts with achieving 'Operation 300bn' objectives by supporting SMEs and increasing non-oil exports through locally manufactured goods.
Commitment to Economic Diversification
Yaser Saeed Almazrouei from ADNOC highlighted their commitment to enhancing UAE’s industrial capabilities through this agreement. "This agreement reflects ADNOC’s commitment to enhancing the UAE’s industrial capabilities," he stated. Collaborating with key government entities will help build a more resilient industrial ecosystem that boosts manufacturing capabilities.
The SCA aims to explore opportunities for empowering local manufacturers while improving competitiveness within the UAE's industrial ecosystem. Recently, ADNOC announced plans to inject AED200 billion (US$54.5 billion) into the UAE economy over five years through its ICV programme.
This strategic collaboration is designed not only to strengthen local manufacturing but also to ensure alignment with national objectives while fostering compliance with regulations. By focusing on SMEs integration into supply chains, it seeks innovation enhancement alongside broader economic diversification goals across various sectors within Abu Dhabi's growing economy.
