ADDED Introduces New Regulations For Business Expansion In Abu Dhabi Without Physical Premises
The Abu Dhabi Department of Economic Development (ADDED) has introduced new measures to facilitate business expansion within the emirate. Companies registered in other UAE emirates and their free zones can now establish branches in Abu Dhabi without needing physical premises for the first year. This initiative simplifies business processes, providing firms with easier access to Abu Dhabi's expanding economic opportunities.
These changes exempt 1,200 economic activities from requiring a physical location for one year from the date of licence issuance. This move supports Abu Dhabi's efforts to diversify its economy by allowing companies to tap into its integrated business ecosystem. The growth of non-oil sectors has been significant, with a 59% increase over the past decade and a 6.6% rise in the third quarter of 2024, contributing 54% to Abu Dhabi’s GDP.

The decision reflects Abu Dhabi’s dedication to creating an investment-friendly environment by simplifying business operations. It aims to strengthen the emirate's status as a vibrant hub for investment and growth. By enhancing ease of doing business, these regulations support the expansion of businesses and attract more investors to the region.
Mohammed Munif Al Mansouri, Acting Director-General of the Abu Dhabi Registration and Licensing Authority (ADRA), stated, "We are forging ahead with our efforts to support Abu Dhabi’s transition to a smart, diversified, and sustainable economy through various initiatives to enable the business sector to benefit from ample and promising opportunities in the emirate."
Owners of licensed establishments in other emirates can apply for a new branch licence in Abu Dhabi via the TAMM digital platform. The process involves submitting necessary documents, obtaining approvals, and paying fees before receiving an economic licence upon acceptance notification. This streamlined approach facilitates easier entry into Abu Dhabi's market.
Abu Dhabi is recognised as the fastest-growing startup ecosystem in the Middle East and North Africa. The emirate has expanded activities under Tajer Abu Dhabi (Abu Dhabi Trader) and Freelancer licences to 1,200 and 100 activities respectively. This expansion meets entrepreneurs' needs across various sectors, boosting commercial activity and job creation.
"Our measures support the expansion of businesses by streamlining operations," added Al Mansouri. "In addition, we are developing legal and regulatory frameworks to enhance ease of doing business to achieve strategic objectives of economic growth and enhance Abu Dhabi's global competitiveness."
