Abu Dhabi Strategic Debate 2023 Examines Shifting Hegemony And New Global Order
The Emirates Policy Centre (EPC) has initiated the 12th Abu Dhabi Strategic Debate (ADSD), focusing on "Shifting Hegemony and Adapting to a New Global Order." This annual event brings together policymakers, strategists, and scholars to discuss changes in global politics and regional security. EPC President Dr. Ebtesam Al-Ketbi highlighted the debate's role in strengthening Abu Dhabi's position as a key platform for strategic dialogue on critical issues.
Dr. Anwar Gargash, Diplomatic Adviser to the UAE President, delivered the keynote address. He discussed the human cost of conflicts in the Middle East, noting that civilians often bear the brunt of political divisions and poor decision-making. Despite these challenges, he sees an opportunity for progress by recognising strategic shifts and turning them into political solutions for sustainable peace.
Dr. Gargash emphasised that military action cannot bring lasting stability. He highlighted the UAE’s diplomatic and humanitarian efforts in conflict zones like Gaza and Sudan. The Gaza peace plan and Quad initiative are frameworks enabling Arab partners and international communities to work with US leadership towards a ceasefire and addressing grievances.
In Sudan, Dr. Gargash pointed out that the Quad mechanism offers a realistic path to end the war, restore humanitarian access, and lay the groundwork for a civilian-led transition. He also mentioned changing political dynamics in Lebanon and Syria as potential opportunities for renewed engagement and stabilisation.
Discussing broader regional realities, Dr. Gargash described the Middle East as a dynamic crossroads where trade, connectivity, and technology shape strategic influence. He outlined three core drivers of UAE policy: strategic autonomy for balanced decision-making; an economic vision focused on diversification, sustainability, and competitiveness; and a technological agenda aimed at innovation and AI integration.
The UAE’s investments in clean energy, advanced technology, innovation, and human capital aim not just to prepare for the future but to shape it actively. As a hub for entrepreneurship and innovation, the UAE seeks to connect economies while fostering stability, prosperity, and peace.
Commitment to Global Cooperation
Dr. Gargash reaffirmed the UAE’s commitment to a rules-based international system, multilateralism, and sustainable global cooperation. He highlighted active engagement in platforms like G20 and BRICS as essential for strengthening global economic connectivity. The UAE's expanding network of Comprehensive Economic Partnership Agreements underscores its strategy to promote stability through shared development.
In her opening remarks, Dr. Al-Ketbi noted this year's theme reflects deepening imbalances within the international system. She cited major powers' failure to prevent humanitarian crises like Gaza as evidence of eroding norms that once sustained liberal order.
Focus on Artificial Intelligence
A session on UAE leadership in Artificial Intelligence was held remotely via video conferencing on ADSD's first day. Participants included Omar Sultan Al Olama, Minister of State for AI; Dr. Mohamed Hamad Al Kuwaiti from the Government Cyber Security Council; and Dr. Ebtesam Almazrouei from Abu Dhabi's Department of Finance.
The upcoming ADSD 2025 will explore great power competition's evolving contours alongside accelerating shifts in global order with special focus on Middle Eastern developments.
The debate underscores Abu Dhabi's role as an essential convener on critical regional issues while highlighting opportunities for genuine progress amid current crises.
