Abu Dhabi Establishes Comprehensive Regulatory Framework For Hazardous And Petroleum Materials Management
The Abu Dhabi Department of Energy (DoE) and the Abu Dhabi Hazardous Materials Management Centre (ADHMMC) have entered into a Memorandum of Understanding. This agreement aims to create a comprehensive regulatory framework for managing hazardous and petroleum materials in the energy sector. The collaboration seeks to enhance safety standards and operational governance within the Emirate.
Eng. Ahmed Alsayed Mohamed Al Sheebani, Acting Director-General of Regulatory Affairs at the DoE, and Khalfan Abdulla Al Mansoori, Acting Director-General of ADHMMC, signed the MoU during ADIPEC 2025. The agreement signifies a commitment to institutional coordination and regulatory efficiency. It aims to ensure the highest safety standards in handling hazardous materials.

Al Sheebani highlighted the partnership's focus on safety and sustainability within the energy sector. He stated, "Our partnership with the Abu Dhabi Hazardous Materials Management Centre underscores our shared focus on enhancing safety and sustainability within the energy sector. The MoU outlines several strategic initiatives, including developing a unified digital system for real-time tracking and data exchange. This platform will enable precise monitoring of hazardous materials, reducing health and environmental risks while supporting sustainable safety practices in the sector.
Al Mansoori expressed that this agreement advances efforts to establish an integrated regulatory framework for hazardous materials management across Abu Dhabi. He stated, "This MoU expands our efforts to establish an integrated regulatory framework for managing hazardous materials across the Emirate by advancing the development of legislation and oversight mechanisms. It aims to enhance community and environmental protection, promote sustainability within the energy sector, and contribute to Abu Dhabi’s economic growth and investment landscape."
