Abu Dhabi Department Of Energy Enhances Digital Integration And Regulatory Cooperation At ADIPEC 2025

The Abu Dhabi Department of Energy (DoE) has entered into agreements with various government bodies during ADIPEC to boost collaboration, data integration, and regulatory oversight in the Emirate's energy sector. These Service Level Agreements (SLAs) aim to enhance secure electronic data exchange, regulatory integration, and safety oversight while improving operational efficiency across the board.

These partnerships lay the groundwork for digital integration and data sharing in areas like petroleum product trading, building permits, environmental licensing, and transport regulation. Ahmed Mohammed Al Rumaithi, Undersecretary of the DoE, stated, "At ADIPEC 2025, we demonstrated our commitment to driving Abu Dhabi’s energy transformation where the future is built on innovation, collaboration, and digital excellence. These agreements set a new benchmark for safety, efficiency, and regulatory integration, creating the foundation for a smarter and more secure energy future for the Emirate."

Advancing Digital Integration at ADIPEC 2025

Under an SLA with the Ministry of Energy and Infrastructure (MoEI), both entities will implement seamless electronic data sharing for petroleum trading permits and company registration. This agreement aims to streamline procedures while ensuring confidentiality and intellectual property protection. Saif Ghubash from MoEI remarked that this step enhances the operational framework at a national level.

Ghubash further noted that this agreement supports 'We the UAE 2031' vision and UAE Energy Strategy 2050 by establishing an integrated model for data exchange between federal and local entities. It aims to improve performance efficiency, accelerate service delivery, and ensure high standards of safety and sustainability.

The SLA with Abu Dhabi Quality and Conformity Council (QCC) focuses on integrating digital systems to share personnel conformity certificates and petroleum permits. This ensures consistency in standards while improving data accuracy and reducing administrative timelines. Fahad Ghareeb Al Shamsi from QCC highlighted that this partnership embodies the Emirate's vision of building an integrated digital ecosystem.

Al Shamsi added that through this collaboration, real-time secure exchange of conformity certificates is enabled. This facilitates standardised processes, faster service delivery, and improved data accuracy. The Council continues to play a pivotal role in driving Abu Dhabi’s digital transformation.

ADNOC Distribution Collaboration

The SLA with ADNOC Distribution allows both parties to connect data systems for issuing petroleum permits and verifying contract numbers via the DoE platform. ADNOC retains full ownership of its data under this agreement. This ensures confidentiality while advancing Abu Dhabi’s vision for a fully integrated digital energy ecosystem.

Ahmed Alsayed Mohmed Al Sheebani from DoE commented on their leadership in developing an integrated regulatory framework during ADIPEC 2025. He emphasized attracting investors by advancing a digital ecosystem that enables secure real-time data exchange between entities.

These partnerships highlight DoE's dedication to shaping a secure energy sector through innovation, digital integration, and regulatory synergy across public and private sectors in Abu Dhabi. They align with the Emirate’s strategies for digital government and sustainability by reinforcing data integrity and inter-agency coordination.
